<p>There were three main bills affecting our industry.  On two of these bills we achieved success and the third is still pending.</p>
<p>First of all, the successes:</p>
<p>HB-674 (the GPS bill).  This bill would have banned all uses for GPS tracking devices.  This bill never got out of committee, and is now dead.  Unfortunately we will probably see similar legislation next year.</p>
<p>HB-1048 (the Process Serving bill).  This bill provides for obtaining of “Certified Process Server” designation directly from the Administrative Office of Courts without going through the Sheriff’s Offices.  Once you obtain this designation, you would be able to serve civil process filed in any county in Georgia without an appointment from the courts or the permission of the sheriffs.</p>
<p>The pending:</p>
<p>SB-421 (the vehicle registration bill).  This bill would have granted licensed Private Investigators access to Department of Revenue records regarding motor vehicle registration.  This bill passed out of committee in the Senate, but did not pass out of Rules Committee.  Although this bill is dead, our lobbyists are still working with Senator Barry Loudermilk to get this done.  More on this later.</p>

<p>All other pieces of legislation discussed during this session of the General Assembly are dead, and will have to be re-committed next year. Being a cop is an amazing job, but plain fact, and understatement of the year, is that cops are not always popular. Go figure, right?! But being a security officer also has some risk involved. In 2011, Private Officer International, a security-police organization worked with numerous state and federal reporting agencies, private companies and media entities to track, record and calculate the injuries and assaults on and the deaths of, private security officers in the U.S. In 2011, more than 37,000 assaults against contract and proprietary security officers, loss prevention agents and private police were reported. Those assaults resulted in more than 13,700 injuries.</p>
<p>There were also <a href="http://privateofficerbreakingnews.blogspot.ca/2012/01/2011-private-security-officer-deaths.html">114 &#8220;confirmed&#8221; security officer &#8220;on-duty&#8221; deaths</a> as a result of a combination of homicide, accidental, industrial and &#8220;unclassified&#8221; incidents. But actual death totals are believed to be 12%-20% higher and misreported in other worker classifications. 11 Security officers also committed suicide while on-duty. The breakdown of the deaths were:</p>

<p>Keep in mind, these are &#8220;registered&#8221; deaths, a security officer may have gotten killed while at work, but they listed his death as an Employee death. OR they may not have listed the death at all and just claimed him as a diseased loss and the family was the one who handled it &#8211; Lastly, they could have been killed while not on duty. The average age of the security officer killed in the line of duty was 38. The states with the most incidents of security officer injuries, assaults and deaths included New York, California, Illinois, Texas, Florida, Alabama, Georgia, Ohio, Pennsylvania, New Jersey, Tennessee, Louisiana, Virginia, Indiana, and Nevada.</p>

<p>It should be some sort of common knowledge by now that guys in the mob tend to hold grudges. I mean, who hasn’t seen the Soprano’s?! But I guess if you’re that one random person who doesn’t know anything about the mob or its sensitivity to respect and ownership from pop culture or the news, then God help you.</p>
<p>Like this poor cop, Officer Ralph Dols. He apparently married the ex-wife an alleged mobster, and not even ex-wives can really escape a mob guy’s wrath. It seems like an unfortunate truth that women that are related to or involved with the mob don’t ever really get away from those men, and they bear the weight of keeping the face of respect in-tact.</p>
<p>Thomas &#8220;Tommy Guns&#8221; Gioeli has been traced back to by the FBI as the murder suspect. The acting boss of the Colombo organized crime family &#8220;wanted Ralph Dols dead and he turned to that man,&#8221; Posa said, pointing to Gioeli in the courtroom, &#8220;to get it done.&#8221;</p>
<p>The slaying of Officer Ralph Dols in the summer of 1997 is one of six gangland murders from the 1990s that can be traced to Thomas &#8220;Tommy Guns&#8221; Gioeli, Assistant U.S. Attorney Cristina Posa said. The six homicides had gone cold for a decade or more until the government cultivated a new crop of mob turncoats who agreed to testify against Gioeli and another alleged Colombo crime family member who&#8217;s standing trial with him. Some of the cooperators have pleaded guilty to avoid the death penalty, defense attorney Carl Herman said Monday. He accused the government of &#8220;offering deals to criminals and murderers.&#8221;</p>
<p>Herman also claimed there was no physical evidence linking the 59-year-old Gioeli to any of the killings.</p>
<p>Dols, 28, was <a href="http://www.policeone.com/gangs/articles/5270783-Ambush-on-NYPD-cop-highlights-wifes-alleged-Mafia-ties/">ambushed around midnight as he arrived home from a shift as a uniformed housing police officer</a>. While parking his car, a man jumped out of a dark-colored Chevrolet, fired seven shots, and fled.</p>
<p>The killing touched off an intense, wide-ranging investigation involving federal and local authorities. It also drew attention to the officer&#8217;s wife and her alleged links to the Mafia through three other men from her past: a brother and reputed Colombo soldier who was convicted of murder in 1981, a previous husband found shot to death in 1987 in an apparent mob hit, and Joel Cacace — the acting Colombo boss and her husband before Dols. The police officer &#8220;had the bad sense to marry a mobster&#8217;s wife,&#8221; Herman said. However, Gioeli &#8220;wasn&#8217;t present when Ralph Dols was killed. He never conveyed any order,&#8221; he added.</p>
<p>Dol&#8217;s widow, Kimberly Kennaugh, did not attend the opening statements. In an interview with the Daily News published Sunday, she said she hopes the trial will clear her name and bring justice for her dead husband. &#8220;I&#8217;ve been attacked as if I pulled the gun,&#8221; she said. &#8220;I want closure for Ralph&#8217;s family. I want closure for him. &#8230; I want closure too.&#8221;</p>

Which is an interesting contrast to whereas here in the states, we generally fight to have our industry as little regulated as possible.</p>
<p>Kenya National Private Security Workers Union General Secretary Isaac Andabwa said they will give the government a 21-day strike notice on Monday. “We have been cheated for long, our members are suffering because it appears the government does not have any plans to regulate this sector,” Andabwa said. “We are giving a notice tomorrow (Monday). We will go on strike in three week’s time.”</p>
<p>He told journalists in Nairobi Sunday that the union is disappointed by the government’s slow pace in reforming the private security sector which has been neglected for many years. The Private Security Industry Regulation Bill 2010 which outlines a raft of measures to be taken in reforming the security sector has been pending in Parliament for the last two years.</p>
<p>The Bill calls for the registration of all security firms, training of its personnel and proper remuneration for all private security guards. The union is particularly disappointed because despite pledges by the Labor Ministry every year that the minimum wage for the private security guards will be increased, guards have continued to earn as little as Sh3000. The union officials told journalists that they had written to the Labor Minister John Munyes on several occasions but no response has been forthcoming. “We have never heard from the Minister, we only hear of pledges which are never implemented and that is why we are tired, we must act. And that is why we want to go on strike,” Andabwa said.</p>
<p>The union’s National Chairman Elijah Manani said they have realized that unless the government is pressurized, guards across the country will continue to suffer. Private security guards play a vital role in maintaining security because they are the ones who guard various buildings and various other vital installations in the country. In fact, it’s even a pretty common fantasy for most guys. You know, the whole dirty school teacher bit. But for girls, it’s a little different. If a girl has a crush on her teacher, it’s usually because she he has nice hair and looks like he gives great hugs. For most students this fantasy life and crushing is as far as it goes. But it’s a whole new territory when the teacher or faculty member starts reciprocating that interest.</p>
<p>Like the case of Gilbert Olivares in California, who is <a href="https://privateofficernews.wordpress.com/2012/03/22/high-school-drug-counselor-accused-of-secretly-videotaping-students-having-sex-www-privateofficer-com/">accused of secretly videotaping students having sex in his office on campus</a>. Yeah, you read that right. This guy used his position as a counselor to get students out of class to spend more time with him, and allowed students to have sex with each other in his office and then recorded the whole incident for his viewing pleasure. It appears the videos were taken without the knowledge of the victim students, and Olivares is not in the room at the time.</p>
<p>Olivares was arrested last week on suspicion that he sexually molested a 14-year-old boy in his office multiple times. On Tuesday, police said new evidence and information on Olivares’ relationships with students — and how he used his position of authority to create child porn videos — surfaced when investigators searched his house in Salinas. Police said they identified at least two students who they believe were victimized, and are working closely with Salinas High administrators to identify more victims.</p>
<p>A red flag was raised when a 14-year-old boy’s parents became concerned about a change in their son’s behavior, police Commander Vince Maiorana said. The parents looked to find answers on their son’s Facebook page and found disturbing private messages sent between the counselor and the Salinas High student, Maiorana said. Olivares has coached hundreds of kids in the Salinas Continental Little League. Little League officials and Sunrise House directors said they ran background checks on Olivares and found he had a clean record.</p>
<p>This is another one of those incredibly sickening stories of someone blatantly abusing their influence over kids that are supposed to be in their guidance for their own disgusting ends.</p>

<p>Officer Matt Bonner was working on a special traffic enforcement project when his car was directly hit on the driver’s side, trapping him inside. The accident happened at the intersection of Old Denton Road and Whitlock Lane shortly before 10:30 a.m.</p>
<p>Tim Bailey is an Irving security guard who was walking his dog nearby and saw the accident. Bailey said he heard Bonner try to radio for emergency help, but was groggy and losing consciousness. Apparently the dispatcher did try to radio back to check on Bonner, but he was too injured to respond. This is when Bailey leapt into action, grabbing the microphone to describe the urgent situation.</p>
<p>“Bonner is down, badly! Please come to Whitlock and Old Denton Road, right in the intersection,” the Good Samaritan said, adding: “Hang in there, officer.”</p>
<p>Carrollton police Lt. Doug Mitchell said hearing a civilian’s voice on a police radio is extremely rare and deeply troubling.</p>
<p>“When you hear that, it goes from zero to a hundred in a split-second,” he said.</p>
<p>Officer Bonner did lose consciousness, but suffered non-life threatening injuries and was last reported in stable condition after emergency personnel cut him out of his squad car. Authorities also say that the exact cause of the car accident is under investigation.</p>
<p>These kinds of stories involving a security officer who acted out of gut instinct to help save someone is a breath of fresh air compared to other stories of people in the PI and security world who you only see in the headlines for PR stunts they created or for being caught in some sort of unsavory and illicit conduct. These are the kinds of headlines that we should, as an industry, be far more used to seeing, instead of negative stories of our colleagues that are almost bad enough to make us hang our heads in shame.</p>

The morning of the shooting, Kenneth Nagy confronted Jason Lantych on the phone with his suspicions, and Lantych asked if they could meet in person, telling Nagy, &#8220;It&#8217;s not what you think, Ken.” Reports show that Lantych suggested meeting at Starbucks and joked that it was because he didn&#8217;t want Nagy to shoot him. Whether or not this ill-timed line had given Nagy the idea in the first place, we might not ever know. But after the initial shooting, Nagy returned to the coffee shop several hours later and shot himself in the head.</p>
<p>Although interestingly, prosecutors say that the only person who actually committed a crime was Nagy, and as he was now deceased there was no need for further investigation of this incident. Lantych ultimately survived the ordeal due to quick-thinking bystanders who were able to give rudimentary medical attention to Lantych until he paramedics were able to see him.</p>
<p>Nagy, 43, was a 19-year veteran of the Hamilton department. He and his wife, Katherine, had two children. His wife knew Lantych from her work as the Beverly department&#8217;s domestic violence victim advocate. Lantych also tells reporters that he and Nagy’s wife, Katherine, were never intimate and that she had once “poured her heart out,” to  Lantych.</p>
<p>The prosecutor&#8217;s report said that on the day of the shooting, Nagy called in sick for his midnight shift, woke up his wife, and told her he believed she was having an affair with Lantych; they also discussed divorce, the report said. Found with Nagy&#8217;s body at Starbucks was a journal and copy of a suicide note, in which he said he intended to shoot Lantych and kill himself.</p>
<p>Not for the first time has this kind of story been heard of. In fact, there are several stories of officers having affairs with their colleagues and superiors wives. It’s been called one of the most problematic interdepartmental issues within the ranks of officers.</p>

Private security is projected to grow more than 6 percent in 2012 – the largest increase in nine years, according to a 2010 IBIS World Industry Report on Security Services in the U.S. The same report shows that businesses are reevaluating where their recovered dollars should be spent and investing in better security. Although the overall mood in the United States is still sour due to the perceived state of the economy, at least according to 55 percent of responders to a recent Pew Research Center study, another source shows that businesses are actually beginning to rebound from the 2007-2009 recession.</p>
<p>According to the IBIS research, between the years 2010 and 2015, companies will increase their security budgets as business sentiment improves and more funds become available. Many businesses will increase the number of contracted security staff, as well as the number of hours that guards are on duty. The rise in demand is projected to cause industry revenue to increase by 4.9 percent per year to $32.85 billion at the end of 2015.</p>
<p>Although we have this projected estimation, like we said before, it depends on both perception and reality of the economy. The Pew study shows that Americans consider the economy in an even worse position than in 2008, when the nation was in the middle of the recession. At that time, only 34 percent of Americans saw the country’s economic future as bleak. Today, that number is up to 55 percent. This negative perception also drives the security business, causing Americans to take extra precautions against crimes of opportunity – those that are committed when people grow desperate as a result of their jobless, financial situation.</p>
<p>Another factor driving the security industry’s projected growth is the reduction of government jobs. According to the February jobs report from the Bureau of Labor Statistics, one-fifth of the industries with the largest projected wage and salary employment declines are government agencies or municipalities. Existing public safety personnel, including local law enforcement, will go on the chopping block – leading to outsourcing.</p>
<p>In late February 2012, a government-owned and operated electricity company in Tennessee laid off61 percent of its uniformed police officers and replaced them with enhanced security technology and more contract security guards at its critical non-nuclear energy sites. This is just one example of public budgets feeling the squeeze and opening the door for private security, which generally provides more affordable protection than traditional law enforcement – with the added benefit of keeping the reduced number of traditional law enforcement officers on the streets, patrolling areas that are more impacted by serious crime.</p>
